1993年8位喜好音樂的女士－辜林瑞慧、黃吳珍、吳林淑真、林許淑婉、林顏絢美、林許雅容、謝何美慶及鄭張美惠，為了幫助兒童免於饑餓，用行動舉辦音樂會，募集愛心資源，幫助孩童與家庭脫離困境，1996年為推動兒童福利，正式成立「中華民國兒童慈善協會」，舉辦關懷活動，豐富孩童生命色彩。
1998年成立中區分會，由黃志宜先生擔任分會第一屆會長。集合更多資源擴大服務，提供緊急救援、兒童急難扶助、聽障兒童音樂律動班、舉辦各項寓教於樂活動、發送物資至偏遠地區、關懷訪視等等。目前分會亦已進入第四屆，由林忠立先生擔任會長，並邀請黃前會長擔任榮譽會長，繼續協助會務的推行。
2001年，林李淑貞、林周絳華、莊賴秀璧、顏陳秀霞四位夫人也一同加入協會擔任榮譽顧問，2002年時，林顏華美、賴郭文杏、黃林和惠三位夫人亦共襄盛舉，一同加入愛的行列。在15位榮譽顧問的指導下，目前會務已轉由理事長林佳瑾、副理事長黃志宜、秘書長李安琪等20餘位理監事及熱心的會員們接手。同時，另邀請曾任本會第一、二屆理事長的辜仲玉小姐擔任榮譽理事長，繼續給予支持協助。
2005年兒慈更增加『音樂治療』服務，幫助更多特殊兒童透過治療得以恢復身心健康。從設立至今深深期盼我們的小小力量能使孩童有健全成長的機會及些許家庭溫暖的安慰。

The Children Charity Association was founded by eight
women. They serve as its advisors. Accepting the teaching
of the saint, "Love the children of others as you
do your own" as the guiding principle, they have
worked hard to promote charity work to care for disabled,
sick, and underprivileged children. In 1993 the next generation
of these advisors organized a planning committee for the
Association and started charity activities for the children,
including the annual Charity Dinner Concert. In 1996 they
formally established the Association.
In 2001 four more women joined the Association as advisors.
This year, we also have three additional advisors on board.
Under the guidance of, and working in cooperation with,
these fifteen advisors are Betty Lin, Chairman of the Board
of Directors, and more than twenty board members and many
enthusiastic association members. They develop courses
and programs to bring hope to children in need. In 1996
the Association invited Michelle Koo, who chaired the
board in previous years, to be Honorary Chairman. In 1998
it established a branch in Taichung to step up work in
the southern part of the island.
